Publishing Under ITAR and CMMC Constraints

Every other page in this cluster asks how to publish more. This one asks where publishing stops, and it is the only technical constraint here with a legal edge rather than a commercial one.

The boundary, stated plainly

ITAR registration restricts publication of controlled technical data, and publication in the regulatory sense includes putting a file on a public URL. A drawing reachable without authentication has been made available to every country able to fetch it.

A publication boundary separates general capability from article-specific data, and the line is more usable than it first appears.

Publishable: processes run, tolerance classes held, materials worked, equipment envelope, certifications and their scope, registration status, quality system, and facility location.

Not publishable: drawings, models, and specifications belonging to a controlled article; process parameters developed for one; and anything a customer supplied under a controlled-data agreement.

The first list is what a buyer filters on, which is the useful finding. A defense supplier can state everything a supplier-discovery prompt matches on without touching controlled data, and the pages that lose visibility usually lose it to caution rather than to the regulation.

Robots.txt is not a publication control

A crawler directive is a request that compliant agents honour voluntarily, and a file on a public URL is published whether or not anything was asked to ignore it.

That distinction matters because the mistake is common and it feels like a control. A disallow line stops a well-behaved crawler and stops nothing else, and it does not change the regulatory status of the file.

Access control is the mechanism: authentication, a customer portal, or not publishing at all. Where a specification must reach a qualified buyer, it travels through the quote exchange rather than through a page with a directive on it.

The parts of a website nobody audits

Three places where controlled data leaves without anyone deciding to publish it.

Form submissions and their storage. A quote form accepting drawing uploads is receiving controlled data, and where that file lands, who can read it, and which country the storage sits in are all part of the obligation. A general-purpose form service is usually the wrong answer.

A deemed export is the transfer of controlled data to a foreign national, including a contractor with access to the site's file storage or the marketing platform holding the submissions. The website's supply chain is inside the boundary.

Image metadata and file properties. A photograph of a part on a machine can carry more than intended, and a PDF's properties can carry an author, a path, and a customer name.

What this costs in visibility, honestly

Less than most defense suppliers assume. The material that ranks and gets cited is capability, certification, and specification class, and none of that is controlled.

What is genuinely lost is the ability to demonstrate with examples. A shop that cannot show the part it made argues from description rather than evidence, and the substitute is specificity about process rather than illustration of output.

Common questions

Can a defense supplier publish tolerances?

General capability tolerances, yes. Tolerances specific to a controlled article, no. The article rather than the number decides it.

Does noindex satisfy the requirement?

No. It is a directive to search engines and leaves the file publicly retrievable, which is the same failure as a robots disallow.

Where should drawing uploads go?

Into storage the company controls, with access restricted and location known. A marketing form service that stores files elsewhere is a compliance question rather than a convenience one.

Is CMMC a publishing constraint?

Indirectly. It governs how controlled unclassified information is handled, and a website that receives it is part of the environment being assessed.
