Where the quoting bottleneck really sits, what has to be true internally before software helps, and why response time is usually an organisational problem rather than a tooling one.
Quoting software routes and tracks requests; it does not decide what a part costs. The bottleneck in most manufacturers is estimating capacity and cost-model confidence, so automation shortens the administrative half of a response and leaves the half that actually takes the time untouched.

Split the response into two halves
A quote response has an administrative half and an estimating half, and they have different constraints.

Find the actual bottleneck first

How long between arrival and acknowledgement? If this is more than a day, the problem is routing and a tool will help.
How long between acknowledgement and a price existing? If this is most of the elapsed time, the problem is estimating capacity or cost-model confidence, and software will not touch it.
How many requests are waiting on missing information? If this is a large fraction, the problem is upstream in what the quote form collects, and the fix is a better form rather than better tracking.
Most manufacturers who have not measured this assume the first and find the second.
What has to be true before software helps
A cost model somebody trusts. Automation applies rules. A shop without agreed rates, cycle-time assumptions, and overhead treatment does not have rules to apply, and encoding disagreement produces confident wrong numbers faster.
A quote log that already exists. If nobody can say how many requests arrived last month or how many were won, there is no baseline against which a tool can be judged.
Enough volume for the coordination to hurt. A shop quoting four requests a month does not have a routing problem.
Someone who owns quoting. Tools do not create ownership, and a process nobody owns fails the same way with software as without.
What automation is legitimately good at

Response commitments beat response tools
The higher-return change for most manufacturers is stating a response commitment publicly and meeting it. "Quotes within two business days on standard work, five on complex" tells a buyer what to expect and lets them plan, and it is worth more than a faster average nobody knows about.
That commitment belongs on the quote request path alongside the fields, because the buyer is deciding whether to invest effort in the request and the answer to "when will I hear back" is part of that decision.
