ITAR governs articles and services on the United States Munitions List. A manufacturer working on covered items registers with the Directorate of Defense Trade Controls, and registration carries obligations about who may access technical data and where it may go.

**Controlled technical data includes drawings, specifications, process detail, and software** related to a covered article. Publication is an export in the regulatory sense, so putting a controlled drawing on a public page can constitute an export to every country able to read it.

**A deemed export** is the same principle applied to people rather than places: giving a foreign national access to controlled data inside the United States is treated as an export to that person's country. It reaches hiring, contractor access, and cloud storage, not only shipping.

This is the one place where search work and compliance pull in opposite directions.
